There are several bus operators offering a direct trip from Manila to Laoag. You may also choose to go for Manila-Baguio trip and taking Baguio-Laoag bus.
From Manila, take a domestic flight to Laoag. The trip will be about 45 minutes to an hour. Once you’ve landed on Laoag International Airport, you may take the free shuttle ride which will take you to the city proper.
Once you’re in the city proper, take a local bus which will take you to Pagudpud.
